Exhibits to be
entered and judged as per club schedule on Tuesday, June 24
Exhibit release time is 3:30 p.m. to 4:30
p.m. on Sunday, June 29
All premiums and awards earned by exhibitor will be
forfeited if the exhibitor’s entries, or any part of the entries,
are removed from the Fair before the
designated release time. This also applies to entries left after the designated
release time.
MAJOR DEPARTMENTS ARE:
Agriculture
and Natural Resources; Communications (Working Exhibits, Presentations, Share
the Fun and Post Communications);
Expressive Arts(Photography and Visual Arts); Family and Consumer
Sciences which includes (Child Development; Clothing; Consumer and Management;
Food and Nutrition; Home Improvement),
Other Opportunities include: (Issues Department; 4-H History &
Family Heritage, and Personal Development), and Science, Mechanics and Engineering.
(Entry limit in photography is 5 entries and visual arts entry limit is 5
entries.)
GENERAL RULES
- Exhibit classes are broad categories. To plan
exhibits, 4-H'ers are encouraged to use project
guides and manuals and program materials to determine goals and learning
experiences. Some project
manuals include specific exhibit suggestions and procedures. An exhibit
can represent a part or all of learning involved in the respective project
or program. All exhibitors are responsible for reading and complying with
the Iowa State Fair General Exhibit rules for the exhibit to be eligible
for Iowa State Fair participation.
- Exhibits
that do not comply with the class description, size guidelines, copyright,
safety and approved methods will be disqualified
and not put on public display. The exhibitor will receive written
evaluation comments and an explanation on why the exhibit was disqualified.
- Eligible exhibits are an outgrowth of the 4-H'ers
participation in the selected project or program. Exhibits can be done by
an individual or group. Exhibits might be, but are not limited to, an
actual product, poster, display box, report, notebook, model, videotape,
audiocassette, etc.
- The 4-H'ers goal and applicable exhibit standards
will form the basis of the evaluation process. Evaluation criteria will
include demonstrated learning, workmanship, and techniques, and general
appearance and design. All
exhibitors will receive written evaluation comments on the exhibits and a
blue, red, or white ribbon.
- A
written explanation, an audiocassette, or videotape needs to accompany the
exhibit. The exhibitor should respond briefly to the following questions
about the exhibit: A. What was your goal(s)? B. How did you go about working
toward your goal(s)? C. What
were the most important things you learned as you worked toward your
goal(s)? D. What you would like to do in this project area next year? The information requested needs to
be well organized and brief.
Check for additional requirement in exhibit classes for food and
nutrition, photography, 4-H historical/family heritage, Go The Distance Class, and visual arts.
- Age for exhibiting at the Iowa State Fair: Youth
must have completed 5th grade through 12th grade or that equivalent. Exception, see rule #3 for 4-H
Historical/ Family Heritage Class.
- Label all parts of exhibit with name, club,
county, class, age, and years in 4-H.
Labels should be placed on the back of posters and cards, and in an
inconspicuous place on others.
- Exhibitors must have participated in the project
or program from which the exhibit is an outgrowth. The exhibit is to be an
outgrowth of work done to accomplish a goal(s) determined by the member or
group during the current 4-H year. The exhibit should be selected at
county event to go to state fair.
Entries at state fair must be made in the name of the county and
certified by an Extension staff member.
- Due to security, 4-H'ers are
discouraged from bringing items that have special meaning and historical
value as the exhibit or part of an exhibit. The Howard County Fair, Iowa
State Fair and Howard County Extension Staff will use diligence to insure
the safety of articles entered for exhibition after their arrival and
placement. However, they will
not be responsible for damage or loss by fire, theft, etc.
- All 4-H members are encouraged to submit to their
4-H leaders by September 1, a complete up-to-date 4-H record book
including project inserts. Club leaders must file member completion forms
with the Howard County Extension Office by September 1, indicating minimum
4-H standard requirements have been met by members.
- Exhibits should be evaluated at an achievement
show or club tour.
- Exhibit displays should be in proportion to the
main item or idea being displayed. If the exhibitor chooses a display to
illustrate what was learned, the following maximum size guidelines apply:
Posters and banners are not to exceed 22 inches x 28 inches or foam core
board size of 22 x 30.
Exception: See rule #5 in communications for Poster Art. Chart or
graph boards, project presentation boards, and model displays, etc.,
are not to exceed 4 ft x 4 ft in size. Display boxes are not to exceed 28
in x 22 in. in height or width and 12 inches in depth. Exception: See rule
number 7 for Food and Nutrition exhibits. EXHIBITS WHICH DO NOT COMPLY
WITH THESE GUIDELINES in #10, #29, #30, and #32 WILL NOT BE ACCEPTED FOR
ENTRY, JUDGING OR DISPLAY AT THE FAIR.
- The 4-H and Youth Committee reserves the right to
determine if exhibit chosen for State Fair is too large to be transported
to State Fair. In such a case, the family will be responsible for
transport.
- All exhibitors in these departments must be a bonafide 4-H member of Howard County.
4-Her must have filled an enrollment card and be enrolled in a Howard County 4-H Club prior to May 1 to
have projects exhibited. They must also be members during the current Fair
year and meet the membership guidelines as set up by the state office. 4-H
ages are to refer to the September 15 deadline with each member exhibiting
in only one grade division.
These age divisions are as follows: Junior grades 4, 5 and 6;
Intermediate grades 7 and 8; and Senior grades 9,
10, 11 and 12. Exhibitor must
be enrolled in the project area from which the exhibit comes.
- "Associate 4-H members" (those who do
not fall into the membership guidelines of 4-H - grade 3) are allowed to
enter one exhibit in the home economic departments but will not be awarded
premium money.
- Premiums, unless noted, will be prorated in each
department and premiums earned will be paid to the Club Treasurer. Note
– static exhibits and Spring Fair exhibits will receive premiums at
fair this year 2008.
- Exhibits can be used for presentations and
working exhibits with permission from Superintendent.
- All premiums and awards earned by exhibitor will

are removed from the Fair before the designated release time. This also
applies to entries left after the designated release time.
- Judge's decision is final. No parent
participation allowed in the judging of entries.
- The identification of all 4-H and FFA projects
exhibited in the 4-H building must correspond with the information listed
on the entry form turned into the Extension Office on June 9 by 4:00 p.m.
Failure to do so will result in disqualification.
- 4-H member shall wear 4-H uniform (plain white
shirt, T-shirt or blouse with emblem) during project judging.
- 4-H or FFA members can only show the same
identified project in one County Fair.
- A 4-H member becomes ineligible to exhibit in the
Howard County Fair upon completion of the calendar year of high school
graduation.
- Any exhibitor who in any way, whether in person
or by agents, interfere with the judging procedures shall forfeit or cause
forfeiture of any premiums he or she would have gotten for that department.
- The decision of every judge shall be final in all
cases, except where error, fraud, misrepresentation, or collusion,
discovered at time of award is obvious. In such cases, Superintendent may
render a decision.
- Fair Management reserves final and absolute right
to interpret these Rules and Regulations and to settle and determine
arbitrarily all matters regarding exhibiting or selling at the Howard
County Fair.
- These rules and the General Rules and Regulations
of the Fair, listed elsewhere in this premium book, shall be adhered to at
all times. All exhibitors are to refer to all the rules prior to entering
and showing at the Fair.
- 4-H leaders, Extension staff, Extension Council,
4-H County Council, 4-H & Youth Committee, Fair Board or Office
Personnel are not responsible for articles left at the Fair.
- Endangered and threatened plants and animals
(includes insects) should NOT be used in any exhibit. Wildflowers taken from parks should
NOT be used. It is illegal to possess songbird feathers or nests. Game animals
“legally taken” such as pheasant, goose, duck or quail are
acceptable. Purple loosestrife & Lythrum salicaria are plants that should not be planted in
gardens. It has potential of becoming noxious in Iowa. Other dried established noxious
weeds are acceptable to use in exhibits.
- Duplication
of copyright material or design should not be used in a 4-H exhibit that
is presented as original work by the exhibitor. A copyright design cannot be
displayed in a public setting (fair) without permission being granted from
the owner of the copyright.
When permission has been granted by the owner of the copyright, the
exhibit will be displayed and labeled appropriately. Those without permission cannot be
displayed.
- Exhibitors are to refer to the General Rules and
Regulations found elsewhere in this premium book. Entries not complying
with guidelines #10, #29, 30, and 32 will not be accepted for entry or
display at the Iowa State Fair.
- All exhibits, activities, and programs must
represent appropriate safety procedures in the development of the exhibit
around the evaluation process.
This includes static exhibits and activities revolving around the
communications program.
- Exhibitors in photography, visual arts and school
projects are limited to five projects in each department.
